The problem I see with the drawing above is that a source of AC current is shown in the safety ground lead running to the power supply case. There normally should NOT be any current flowing in the safety ground lead. If there is then you have a defective, leaking power supply or other device connected to that branch circuit.
If you remove the -DC to case connection in the power supply and there is leakage in the safety grounding conductors then you now have a voltage difference between the radio case and the power supply case and that's not good either.
I submit that if you have currents flowing in your safety grounding conductors then you should locate and correct the leaking device rather than cutting the jumper inside the power supply.
That grounding bolt on the radio is intended to provide a permanent bonded connection to your station ground rather than relying on the coax shield for the ground connection.
